Nelli Doroshkin

Nelli Doroshkin is the founder of Energy Counsel PLLC.

She previously served as an in-house energy markets and regulatory expert for two international energy developers and, earlier in her career, as an Administrative Law Judge and Assistant Counsel at the Washington and New York utility regulatory commissions, respectively.

At two leading international law firms in Washington, D.C., she represented utilities, shippers, and energy developers in proceedings before the Federal Energy Regulatory Commission (FERC) and the U.S. Department of Energy (DOE), with experience handling Section 205 and 206 filings, as well as other oil & gas and electric power matters. She also provided regulatory and market analysis to support complex energy transactions.

Ms. Doroshkin has litigated cases before arbitration panels as well as the U.S. Courts of Appeals for the Second Circuit and the D.C. Circuit.
